And honestly, SOME of that is likely. Fantasy settings and folk tales need monsters! But where even many fantasy series - hell, even D&D as run! - would go "see, many hags are that way, but there are these friendly hags & it goes to show you..." Potter just takes it as a given.

Instead of "see, many of these creatures play out the iconic role in folklore and they are dangerous, but because these are reasoning beings, some can be friends or allies" Potter rarely treats the nonhuman as significant. The heroes rarely try to ally with or understand them.
