Headcanon is that Fred only even started trying to reconnect with Ebenezer as an adult Like he literally never knew him for his entire childhood, he only knew stories of how broken up his mom was that they became estranged, so he made it his personal mission to reach out

This is what I always took from it as well. That it's a literary device meant to impart Scrooge's feelings about both his brother-in-law and his nephew, who he sees as somewhat feckless and romantic, as if neither are quite deserving of Fan.
