This is a core *paradox* of fascism, that it can look at two people who are both long-term unemployed and label one of them "worker" and the other "parasite" One of them *deserves* to have a job and *would* have a job if things *made sense*, the other's unemployment is natural

Good observation. It absolutely is a core pillar of Fascism, creating “others” within society to blame for the ill fortune of the chosen class, and setting the stage for the hypernationalism that is fostered by an authenticity litmus.
