afaik(as a german but not from hamburg) they call them hamburger. i mean, it literally comes from the name of the city. that's like not calling frankfurter or wiener sausages that in the respective city.

the "berliner" thing is a whole different story - because that type of doughnut has a truckload of different names and in berlin that's "pfannkuchen"(literally pancake) - which in other parts of germany means a type of pancake/crepe. it's really just a whole linguistic mess.
