Yes George obviously knew Billy was unfit for a position of trust over other people's funds and kept him around anyway out of literal nepotism The whole thing is literally a textbook violation of basic law governing financial institutions

Yes. The people who were directly harmed by George's actions were his customers. They had a direct say in how the problem was handled. Experian's victims, did not have a say in the resolution. The people who rely on Experian are not the same people harmed by them.

Although I would point out that George's friends and his customers are not a group with 100% overlap and they're clearly not all there in the ending scene It's even been established that a bunch of them are immigrants with a poor grasp of English
