The so-called "Goldwater rule" was instituted by the American Psychiatric Association after the infamous article in the 1964 election polling mental health professionals about whether Barry Goldwater was mentally ill It doesn't automatically have an equivalent in other countries

Looking at the Ireland APCP Code of Ethics it doesn't have an equivalent of the Goldwater rule in it https://www.apcp.ie/code-of-ethics/

(It should be noted that only the APA in the US explicitly created a rule that said this, most other mental health professional orgs in the US don't have one -- although several of them said they believed public diagnosis-from-a-distance unethical in 2016)
