Well okay but Star Wars itself tried to avoid actually having "evil races", even though the EU went back on that with the Planet of Hats thing (every member of Jabba's species being a gangster etc)

Lucas kind of rubbed it in when he gave the edict that Tuskens were one of the species that weren't "allowed" to become Jedi in the old EU, along with Wookiees and Hutts Because he had pretty specific "ethnic" NPC roles he invented those species for and all

That said, at least the Tuskens aren't the main bad guys of the setting, they're just flavor for Luke's childhood, and then he made slaughtering a Tusken village the beginning of Anakin's fall (even if he didn't handle that well at all)
