Basically when they select a city to be the subject of a Michelin guide it's supposed to mean they have a team in place to go through every restaurant in the city on a regular basis, in secret, so their reviews are comprehensive and up to date

they just go by the reviews of their secret diners. the thing is though that stars have a kind of inertia—they're VERY difficult to gain, but are fairly easy to keep, even between chefs
