The problem is that raccoons are natural vagrants; you can't domesticate an animal that has no sense of a domicile E.g., even an outdoor cat will return "home" because it has a sense of what home is A raccoon has no such sense of "home", it's predisposed to wander

It's like that with raccoon socialization too, like raccoons aren't social like dogs are, there's no actual organization or pack behavior They're becoming more social because we've "urbanized" them - much like urban humans themselves, they gather densely around food and warmth
