Same reason we don't call Novosibirsk "New Siberia," but call Moskva "Moscow" -- the great cities had their names translated and corrupted in foreign languages. The less great cities did not.

Moscow/Moskva is far worse than Paris/Paree, IMHO, but other bad ones: Copenhagen/København Warsaw/Warszawa Cologne/Köln Munich/München Prague/Praha And that's restricting myself to Europe.

Because it's the only city that English speakers talk about enough for it to have been anglicized

I think the exception mostly applies to capital cities. We also say moss-cow, which I'm pretty sure is not the Russian pronunciation.
