Yes, except that pipes don't clog because they have too much stuff passing through them. They clogged because the stuff is stuck, because it's too big or the wrong shape or something.

It's also plausible that the outgoing server queue was over-full or the next mail relay along had decided to reject all mail from it, but extremely unlikely that they were using different servers. Outlook just not having the bandwidth to send is also a potential issue.
