The paternalistic logic here is 1/2 demanding that poor people put the effort in to cook their food and 1/2 limiting the "handouts" that food stamps constitute for the people selling food

They only want food stamps to be an economic benefit to farmers, the primary producers of food They want as few middlemen getting their hands on the money as possible, especially people getting paid for the labor of food prep

Well yeah there's a small markup to the price of the rotisserie chicken to pay for the store's labor cost in roasting it (...In point of fact, there often isn't and the rotisserie chicken is sold as a loss leader to make money on sides But hey whatever)
