What happened with Castiel was that Jack (a Nephilim, basically an Antichrist -- Lucifer's child with a human woman, who by combining angelic grace and mortal free will has the potential to recreate the power of God himself) actively tried to bring Castiel back after destruction

Normally, only God can actually recreate what has been truly destroyed (and God's power to violate the Empty this way is why it deeply resents him) Jack couldn't quite bring Castiel back, but he could "wake up" the concept of Castiel within the Empty

Ah so it's atheist hell, I getcha *taps head three times* (My point is that narratively it's taken the role of "the bad place people go when they die", because "hell" as a place/concept is something they've thoroughly destroyed.
