IIRC this story, like many punchy stories, is fake, but it's a distillation of stuff Khruschev actually did say in a less dramatic way

When I was researching this period for a book, I found that much of what was in that speech was Khrushchev's own responsibility. Now I view it in the same light as blaming a fired co-worker for their own workplace misconduct.
