One can fairly make an assertion that on some votes and with some procedural decisions the Democrats have taken a preference to institutionality farther than they should, particularly with Mitch as their opponent, and in the last couple of years.

But let's also remember that the ACA (which was hardly perfect) still likely was a major contributing factor to the 2010 election, and a bunch of folks who had a D after their name paid significantly for that vote.
