It's an extremely stupid narrative and it's one much beloved of people who would rather be in the news for heroically losing - and make a cottage industry speaking and writing about the nobility of defeat - than actually win

One can fairly make an assertion that on some votes and with some procedural decisions the Democrats have taken a preference to institutionality farther than they should, particularly with Mitch as their opponent, and in the last couple of years.
