I think the argument is that the people who wanted the pay increase would've prefer Sanders over Biden or Trump. But as you said, that would imply that voters link things together. I can see trump voters independently voting for a higher min wage, because they don't link the two

It would also imply that a straight plebiscite it the same thing as Electoral College votes which is a reaaaaaal fukkan stretch in 2020.

Bernie would've been wiped out worse than Joe by Cuban voters and would've lost support in the burbs as well. He'd pick up more younger voters, but the net effect would've likely been a bigger loss.
