There’s a reason for that. The punitive treaty ending WW1 lead to the rise of Hitler and WW2. Fear of that repeating lead to punishing leadership instead of country.

Not only did they get off easy, they seem to have engaged in enough self-reflection that they have rejected Nazism to a much greater extent than the US has rejected the Conferacy, either culturally or legally
