Child protection falls under the purview of social workers. We do not jail children for having sex with each other. If parents or guardians permit their children to have sex they can be prosecuted.

Some countries have special dispensation to permit (or decriminalise) sex between peers who are *both* close to 'legal age'. I can see *no* sense in branding a couple of 17 year olds as sex offenders for life because they both decided to get it on together
