I think it's still standard in the UK to treat heat as a necessary utility but AC as a "luxury" for renters

Its like that in the US in some places too, like my grandparents didn't have central air until the early 2000s. And there are plenty of apartments in some areas where you have to buy your own window ac.

Tbf though there's still only like a week or two in the whole year where I feel like I could do with air con, and I'm someone who particularly doesn't like the heat
