I don't think anyone was calling Nicholson the "boss" of the Iraq war or England's entry into it. She's just one of the people that dragged England into it. Same goes for Goebbels or Bannon.

I'm not really sure what we're doing here, to be honest. It seems like you broadly agree that there was a leader who was primarily responsible, and a number of secondary folks who bear some responsibility as well. Pretty uncontroversial claim.
