Yes They can consent to sex with each other but not with someone older I know the law avoids using the term "consent" for when two teens "mutually agree" to have sex but the concept they're talking about is still called "consent"

In the United States it's already led to a woman in her 20s being raided by the FBI for "creating and distributing child pornography" by uploading nudes when she was a teenager That seems, at the very least, a suboptimal use of DoJ time and resources

And I guess you didn't bother reading upthread before diving in but this whole conversation is about the idea that "enthusiastic consent workshops" for teenagers are abusive, grooming and pedophilia etc. because "children can't consent" and therefore have no need of them
