Yes They can consent to sex with each other but not with someone older I know the law avoids using the term "consent" for when two teens "mutually agree" to have sex but the concept they're talking about is still called "consent"

What exactly is the difference, outside of a legal context (because law is clearly fucking broken here), between the term "consent" and "mutually agree" Would you be okay with "enthusiastic consent" workshops if they just changed the name to "enthusiastic mutual agreement"
