Doesn't the issue of consent here have to do with the power differential? Like, two 15-year-olds hold similar power. But an adult and a teenager do not.

Yes, and the "power differential" conversation is a very different idea from people like this arguing that minors are *fundamentally mentally incompetent* and therefore "cannot consent", or that minors are *fundamentally asexual beings* and therefore "cannot consent"
