    ... and massive overcapacity is much more expensive to create in dense areas, while the fiscal capacity is often lower. A completely fair per-capita distribution of federal aid to reduce lines would still leave much longer lines in cities.

        Right, like firefighters, who spend most of their time just sitting around the firehouse. Or lifeguards! I worked as a lifeguard for years. Only had to jump in and save a kid once! Clearly the pool was wasting money, paying us to just watch people swim!
