I'd also like to say that the this makes kids a commodity object, since most of the internat I've encountered have a focus on the adopter picking which child to buy. I remember a coworker who's parents adopted by giving the agency an exam to see which was good enough to be bought

So it's not just abuse by families, but agencies who benefit from having kids that fulfill roles that the buyer would want them to. So outside of banning it, there's no real way to have it not turn kids into objects and treat them as such, or to abandon other kids who don't sell.
