This seems to be because if you just have your tip snipped you can still stretch out your foreskin to look uncircumcised and, in that time period, pass as non-Jewish And rabbis at the time wanted to fight back against cultural assimilation by making this impossible

Ostensibly, you weren’t “nude” in Greek culture unless the foreskin was pulled back, so Jews would simply stretch theirs down a bit to help them intermingle. The more complete circumcision was an attempt to prevent Hellenization.
