They are just a line someone drew around an area of space on the map that made sense to them They are not in any sense balanced by population, the method of changing those lines is not carefully regulated at all, and what it means in terms of government varies wildly by county

How much power a county has outside of the state government it's under and how much power it has over the municipal governments under it can range all the way from 0% to 100% Because a "county" can have anything from millions of people in it to five people

Or zero people! There are counties that logically can't be political entities at all because they have zero permanent residents but - because unlike a "district" a "county" is not defined based on any population requirement - they just go on technically existing!

This was a thing back in the good days in the UK, if you know your Gilbert and Sullivan you know the terms "rotten borough" and "pocket borough" The loophole where some rich guy could literally own his own seat in Parliament because he just bought all the land in a ghost town

Different school systems, tax rates, boundaries that have been pretty consistent on the century time scales, local zoning differences, differences in law enforcement ... and quite frankly, differences in regional accent.

That's fine I'm not saying I'm against "counties" as a cultural artifact, just like "neighborhoods" existing on a level below cities However maybe don't make laws based on a demarcation with no population balancing, like saying every county gets one drop box
