The sheer lack of sympathy the books have for Muggles, even when the premise evolves into Voldemort and the Death Eaters being evil Nazis specifically because they hate Muggles She kind of tries, with stuff like the Prime Minister chapter, but it doesnt stick

You can easily imagine a sadistic Muggle-torturer who actively prefers Obliviate to Imperio because it's more fun when they struggle and fight back and then after you do whatever you wanted to do to them there's still no consequences
-
This even goes further in the first Fantastic Beast movie, where the Aurors repair Manhattan and wipe clean every Muggle’s memory.

Well, I'd note that as best I can recall they never once use it on another wizard or witch. Muggles though? Pffft! That's fiiiiiiine!
-
Oh, of course, apart from Lockhart trying to use it and zapping himself.

I still love the line from Eternal Sunshine. "Is there a risk of brain damage?" "Well, technically the procedure IS brain damage."
