I think a more relevant question to our current situation is "does the Window Owner doesn't live in the same economic sphere as the glazer or vandal?" It's only an opportunity cost if the Owner's wealth would still have been spent locally. I'm not sure that's always true.

It's bad for the millionaire homeowner who needs to pay to fix the window, and it's good for the contractor who gets paid to fix it The total harm in economic terms to the owner may be greater than the benefit to the contractor But you know what, fuck him
