I don't think thinbloods are "alive enough" to actually get the 'rona (they don't need to eat or drink or breathe) but they're probably "alive enough" to incubate it and pass it on to others, which is just another reason they're fucking awful
OK, so if we're going strict OWoD, no, dahmpyrs are not born of two thinbloods or a human and a thinblood. They are solely born of Kuei-jin that have infused themselves with too much Yang Chi and had sex. It can be a Kuei-jin and a human, or two Kuei-jin.
The latter combination is very rare. The human is usually the mother. Infusions of Yang chi are constantly required during the pregnancy if the Kuei-jin is the pregnant one. Dhampyrs are also immune to illness and disease, though not injury.
