no, he just didn't care about what happened to the office of black panther. The film actually gives us very little reason to care either. His own plans he was clearly pretty interested in.

It's also a very colonialist mindset. He cares about Wakanda's potential as a weapons manufacturer (its vibranium resources) but not about the plant, which has social/cultural uses besides elevating a single Wakandan protector. He's detaching Wakanda's resources from its culture.
