I think the best case that Black Panther is pro-CIA isn't connected to its depiction of the CIA or the USA at all, but if it convinces viewers that America could be more like an interventionist Wakanda.

And to that extent, the movie is pretty explicit that this would be a positive thing: a progressive world power with advanced technology promoting development and freedom around the world. Good work if you can get it, but that depicts Wakanda as more American than anything.

wait, explicitly a CIA agent? i mean, is he actively working for the CIA or for a collection of "inteligence agencies"? becouse for me is not clear what Agent 13 and him really do, or the structure they work for, more like "US Goberment" with Thunderbolt Ross at the head
