Even if we just accept uncritically the idea that forcing people to download a tracing app at the cost of a fine (the stick) is unconstitutional, that doesn't mean you can't ask people to do it voluntarily You can even offer them money to do it (the carrot)

Interestingly, in the UK the government is desperately trying to get us to return to using restaurants etc, and while some are, millions of us are simply ignoring them and continuing to self isolate because we don’t want to die.
