Isn't "don't judge a book by its cover" a relic from when books didn't have covers that actively describe the contents inside? Like, it's just saying that whether a book is bound in expensive materials or cheap ones doesn't determine the story's value?

Because it seems like for both books and people these days we're talking about covers actively demonstrating the contents inside. And we're not talking about appearance, we're talking about words and actions.
