(The correct answer to this paralyzing conundrum is this is why we generally don't think 19-year-olds are ready for positions of public responsibility, BECAUSE their childhood was so recent and everyone's an idiot as a kid, and turning 18 isn't some magic instant transition)

There are people who, justifiably, argue that simply barring 19-year-olds from running for office isn't fair, and that some 19-year-olds are more thoughtful and mature than some people are at 40, and we should give exceptional 19-year-olds the chance to make their case
