I'm an unapologetic Chris Nolan fan (because, again, no one greenlights films about things I'm interested in NOT made by problematic Tories or whatever) but seriously that "hero Gotham needs/deserves speech is infinitely confusing and makes more sense

When you hear it the first time, it's a fairly normal sentiment, it's just a compliment -- "We don't deserve him" The second time is this ironic reversal, this backhanded compliment at Batman -- Batman can't actually fix things, he's a failure, but he's our failure

the correct interpretation (i will not be taking questions) is that dent (*not* two-face) was the hero that gotham needed to save it, to take it out of its dark age batman is the hero the city deserves (given its sinful nature), the one who can't or won't save gotham

Yeah and I mean it's not because Batman is a bad person himself, it's because of the position he's been placed in He's a vigilante, an outsider, a criminal himself, a "dark knight" and not a white knight

The problems can only actually be fixed from inside and they won't let anyone inside who will fix them He can only be free of the city's corruption because he's an outcast, and that's why he can only fight that corruption but never defeat it

That's why this is a fun quote "I'm not the hero X needs, I'm the hero they deserve" is a way to say "It's good actually that everybody hates me"
