Keep in mind that Daneel believes this to be the only possible course of action because he's the only robot cop on the force If they did call for backup, and it turned into an actual fight, humans on both sides would be put at risk So he has to intervene

It's all the more obvious in the contrast between Spock and Kirk, who's just RIGHT THERE being masculine in the usual terrible ways. By TNG, it's mitigated quite a bit in the back and forth between Data and Picard.
