William Shatner wasn't even as "progressive" as his costar Leonard Nimoy, he wasn't the most "progressive" person on the Star Trek TOS set by a long shot

There's a reason Grace Lee Whitney trusted Nimoy with her story of having been sexually assaulted and then fired to cover it up (and said that she'd have killed herself if not for Nimoy's support) while she didn't say shit to Shatner Shatner assumed she was fired for being drunk

The TOS set was not the progressive utopia a lot of fans still think it was, there was a ton of toxicity, and even though Shatner wasn't the source of it (that was Roddenberry) he sure as hell didn't do anything to stand in the way of it, especially compared to other cast members
