The Ultron program is also doing exactly what it’s (interpreting to) supposed to do. Ultron isn’t even remotely revolting against Tony for his own good, he’s explicitly fulfilling Tony’s wish for “peace in our time,” it just happens to uhhh... involve killing Tony.
