I remember one of my bosses telling me once that we were constantly trying to find ways to spend money we didn't need to, just to make sure our budget didn't get cut so that we'd always have the money we'd need. There's a lot of perverse incentives in budgeting/expenditures...

Oh, I don't just want to trim military spending. I want it slashed by at least half. There is no justifiable reason the USA needs to be spending such obscene amounts of money on the military. They'll figure it out like schools have had to.
