Yeah Splicers started as giant bug monsters and then they completely changed the setting and themes of the game while keeping the gameplay mechanics essentially similar

The original concept for Bioshock was it was a soft reboot of System Shock 2, revolving completely around the idea of the hivemind aliens that took over Citadel Station

Hence the name "Bioshock" Their idea of the game was exploring this full fledged alien ecosystem that was more complex than just "army of zombies", where they had constant conflicts with each other And you'd maybe learn something about ecology and population dynamics etc
