The semantics are pretty important here, because they give a very different impression of what happened -- they indicate that the organization JKR threatened caved almost immediately without trying to go to court at all

Well, no, the extremely obvious reason is that going to court is very expensive The fact that this particular reason was never mentioned at all in their apology is a strong argument for taking the apology as insincere and coerced As is not being a dipshit
