The idea that someone needs to be able to provide proof in a court of law that a public figure actually is a bad person before simply insulting them as a bad person is ridiculous It's effectively just bringing lese-majeste into the modern world

And I do think that it's a big problem that actual actionable libel is so easy to get away with on the Internet - lying about actual specific things, saying someone committed a crime "JK Rowling is transphobic" obviously does not fit that category

You obviously don't understand libel law. You can call someone a bad person, because that's a value judgement. But you cannot make a factually untrue claim about another person, and that's a pretty reasonable standard to hold society to.
