I don't see this as nearly as "merciful" as you do

A ton of old school superhero shit is completely and totally the Rudy Giuliani "broken window" theory -- that if you just round up all the people doing minor bad shit, turnstile jumpers and graffiti artists and public urinators, and throw them in prison, the city is fixed
-
On the other hand most old school superheroes are like targeting people mugging, assaulting and murdering people - all activities which, as unpopular as it is to currently say, do indeed spread misery and despair through a community. I mean the cops do it & we see what happens.

you can headcanon that the reason superman doesnt just destroy systemic oppression is he's giving us a chance to be better and is leading by example. But the real answer is superhero comics require eternal status quo
-
One thing about the Batman franchise is that even though the premise is extremely pro-cop the side of it that involves Arkham Asylum has accidentally (through eternal status quo) become a pretty harsh indictment of the prison-industrial complex

That’s why I’ve always felt Superman is best used rescuing people from natural disasters and fighting aliens and shit. I mean if he happens upon a mugging or something of course I’d expect him to do something but I wouldn’t think it a major priority of his.

The other problem imo is that most people are not currently victims of violent crime (unless we count police de facto brigandage) in America. The problem is foreign, hypothetical, to most of us. It has not always been thus!
