Not to mention that while I love the Chief and he's a much more developed character in the books, he's a fairly archetypal space marine in Halo 1 and has his characterization decreased into mostly cool one-liners in 2 and 3. In contrast, Arbiter has full motivations and an arc.

A brevet promotion, that's the term I was thinking of Quick research says that being breveted purely as an honor for meritorious conduct used to be very common in the US military - most often as a posthumous promotion for someone KIA - but was largely discontinued after Vietnam
