They did hire the Squad for SWTOR. Although that was developed in the US and not Canada, not sure if that makes a difference

I think SWTOR is unique in that it has a fuckton of voiced lines and characters. I think typically Bioware has voice actors they like to use. Its why they have sort of their own squad.

SWTOR at release had the most hours of voiced dialogue of any video game project in history, I believe They had to hire everyone

SWTOR is the "technicality" bugbear to my "big budget games have almost no LGBT representation" argument, which I still hold to, but TECHNICALLY it has the Gay Planet and objectively it is the highest budget game ever made
