I think this definition of good parenting elides things you probably think of as obvious, or is in reaction to a particular set of evils while not accounting for a different set (neglect).

Yeah I think it's an easy clarification though, given up as quickly as possible means as quickly as is safe and healthy for the kid. The point is no one thinks neglect is good parenting, but plenty of people think that overparenting and stifling independence is.

A good parent has a responsibility to the adult person who doesn't fully exist yet, and cares for their child-self on their behalf, knowing that whatever lessons or damage imparted now will permanently impact that adult person, for better and for worse.

It's really not as simple as "giving the child the maximum capacity to make their own choices", or at least, not with a naive understanding of "giving" and "capacity".
