WoW kind of always had this problem but the last expansion was the worst about it. In Legion I killed the god soul of a planet. Now random pirates are level 120, 10 levels higher than that character. Jarring as all hell.

A lot of that was just not making a better narrative around the power escalation. A lot is made about Azerite having a huge effect but it doesn't have the right impact. It needed to give the feeling of turning regular people into super powered beings and it didn't.
