Because most parents chose to be parents because it's something they wanted in their lives. Not to continue the species or whatever.

Honestly, people who I've seen who become parents and stress that they're becoming parents "for the benefit of humanity" or whatever...are really bad parents. Duty as a motivator for parenthood doesn't seem to lead to good parenting.

I mean, in 150 years tops nobody would be alive to care plus whatever crash industrial programs you implement to produce enough food medicine and whatever else to keep the aging population's quality of life up until they die don't have to be sustainable at all
